Virginie Ethier

Virginie is the Assistant Commissioner and Director General, Patents, at the Canadian Intellectual Property Office (CIPO) of Innovation, Science and Economic Development Canada (ISED) since 2018. She is also the appointed Senior Disclosure Officer of ISED responsible for the administration of the Public Servants Disclosure Protection Act since 2019.

Before joining CIPO as Assistant Commissioner, Patents, Virginie served between 2014 and 2018 as Director General, Corporations Canada and Deputy Registrar of the Great Seal of Canada at ISED. During this period, Corporations Canada modernized its statutes, regulations, policies, processes and digital services, and developed the first federal-provincial-territorial Registry of Canadian companies. Virginie previously occupied the positions of Director General, Corporate Services at Public Safety Canada, Senior Director, Strategic Policy and Procurement Modernization at Public Works and Government Services Canada and Director, Development and Implementation of the Management Accountability Framework (MAF) at the Treasury Board Secretariat. In her executive positions, Virginie led the development and implementation of integrated modernization plans based on strategic planning, engagement and establishment of partnerships. She contributed to the renewal of the functions of assessment and reporting in the federal public service; procurement and government contracting; security and emergency policies; incorporation and registration-related regulations, policies, federal-provincial-territorial agreements, data and digital services; and treaties, international agreements, policies, processes and Next Generation System related to patent granting in Canada.

Virginie holds a bachelor’s degree in Economics from the Université de Sherbrooke, as well as a master’s degree (MSc) in Project Management from the Université du Québec en Outaouais. She was the recipient of the Federal Public Service Award for innovation, the Queen Elizabeth II Medal, the King Charles III Medal and departmental awards. Virginie engaged in several community and volunteering activities over the years, and in boards of directors, as Member of PPX, Executive Member of Soccer Outaouais (2019-2025) and since 2026, as President of Gestion Association Regionale Soccer Outaouais (ARSO). She also engaged as Co-Champion of the ISED Charitable Campaign in 2025-26 and pursues as departmental Co-Champion in 2026-27.
